What it is
ProgramPulse benchmarks customer energy programs — efficiency, demand response, rates and demand products, distributed energy, clean transport, and electrification — across US utilities, from commission dockets, utility filings, and independent evaluations. It answers the questions a strategy team, a commission analyst, or a program sponsor actually brings: how does my utility compare, what should we launch next, and can I trust these numbers.

How it's graded
Every figure is a claim with a grade attached. Verified means a primary source fetched in the run that published it; offered-but-unverified is drawn differently and never silently promoted. Absence has three meanings — not disclosed, not retrieved, not researched — and none is rendered as proof there is nothing to find. Scores are bands, not points. Coverage & Confidence is generated from the same files the product reads, so it cannot flatter them — and corrections run in both directions, published in Research Notes.

An evaluation should end with artifacts, not bookmarks:

Who it's for
Utility strategy and program-planning teams, commission staff and evaluators, program sponsors, and the implementers and vendors who deliver the work. The product speaks in questions rather than roles — ten of them, from “how does my utility compare?” to “can I put this number in testimony?” — so nobody has to self-identify to find their path.
